Lockley brings a wealth of knowledge, skill and abilities with his experience from a 28-year naval career, where he retired as a Lieutenant Commander while stationed onboard USS CARL VINSON(CVN-70) at San Diego in December 2010. He supported US NAVY SEAL teams for the western pacific theater as Officer-In-Charge, and served at Joint Special Operations where he completed four (4) combat tours and is the recipient of 2 bronze stars. While leading, mentoring and training 100s of 1000s personnel in his charge, establish sound best-practices and processes in military and industry career growth methods.

After retiring from active duty Naval service, Mr. Lockley served with TASC, Inc San Diego as a Cybersecurity Lead responsible for the establishment of Naval programs. He recent was reassigned to Washington, DC, where he serves as Principle cybersecurity program manager for Navy account actions, contract cyber engineer and IT operations director for secure network operational readiness and compliance protection. He directs and is responsible for cybersecurity assessment and advisory services across two vice-president accounts supporting Federal, civil and DoD accounts, manage four programs, a cyber rapid response team and IT operation director, as well as serve as training and learning development manager and liaison supporting 3000+ personnel in traditional and non-traditional education and continuous education through certification - credentials learning methods.

A native of Beaumont & Houston, Texas, Mr. Lockley holds a Master Degree in Information Systems Management from Alameda University in 2005. Also an alumina of Villanova, Norte Dame and Michigan State Universities since 2009, he holds Master Graduate Certificates in an variety professional subjects. His commitment to professional growth through learning, mentoring, training and continuous education methods, are the cornerstones of his dedication and focus on mission success, as he serve as regional director for Eagles Organization, Washington, DC region.
