Mr. Mervain L. Cutler (Merv) is currently the Founder, President & CEO of Cutler Engineering & Technology Services (CETS), since its founding in September, 2014. Merv has been involved in all company established policies and procedures. He has worked over the past two years ensuring the establishment of company benefits and infrastructure. He has created and appointed personnel necessary for the smooth operation of the company in contracts, accounting, human resources, security, marketing, and business development, providing personal, hands on support to all departments. He has provided leadership and oversight of all the departments necessary to lead the company to its successes. He is currently supporting the Space and Naval Warfare (SPAWAR) System Center Pacific as a Program Manager for the test & evaluation of the Global Command and Control System-Maritime (GCCS-M) project. Under his leadership the company has grown from 3 employees in 2015 to 15 employees in 2016 with expected revenues of $1.2M.

May 1995- December 2014, Syzygy Technologies, Inc.

Merv was also a Co-Founder and President of Syzygy Technologies, Inc. where he brought the company’s revenue from $900K in 2013 to over $3M by June of 2014. He was responsible for the employee growth from 6 to 22, an increase over approximately 360%. While a Vice President of Syzygy Technologies, Inc. He held the position of CFO (Chief Financial Officer) and CBO (Chief Business Officer). Merv held positions on the NDIA San Diego Chapter, Board of Directors. He is instrumental in coordination of events and was the Chair for the Program Committee of the NDIA’s, Fall Conference. Mr. Cutler has over 20 years of experience with Navy, Marine Corps and Joint Service Command, Control, Communications, Computers, and Intelligence (C4I) systems. He has provided direct engineering support to a number of programs including JMCIS, GCCS-M, NATO’s Partners for Peace project, and SPAWAR’s FMX/DUSC program. Since Syzygy’s founding, he has been responsible for marketing initiatives and development of new business.

He served in SPAWAR, PMW 150 as the GCCS Site Rep Liaison and was responsible for coordinating all system support events worldwide.

Mr. Cutler’s work and involvement proved invaluable in getting the Syzygy banner to the East Coast as he was sent there in August, 2007 to establish offices in the National Capital Region as well as Virginia Beach. The revenue that Syzygy enjoyed was grown to $14.3 million in 2009 due in great part, to the efforts of the Chief Business Officer, Merv Cutler during his management of business development efforts and corporate expansion and business diversity oversight.

June 1990 – February 1996, Grumman Data Systems/Northrop Grumman

He provided extensive expertise in Command and Control software test and evaluation, first with Grumman Data Systems from 1990 to 1996, where he was given the responsibilities of leading the task and growing the work from $250K to $1.2M, and then with Syzygy since 1996.

October 1980 – May 1987, United States Marine Corps

His experience as an Air Controller in the United States Marine Corps has provided him a unique perspective of operational requirements and command, control, communications, and computers interfaces.
